A. Background
The Advancing Civic Engagement for Democratic Participation (Civic Engagement) project is a joint initiative of UNDP Nepal and Swiss Embassy in Nepal. It is designed to strengthen inclusive and accountable governance in Nepal by expanding democratic civic spaces for citizens and particularly young people.
To make the digital civic space well informed and to address emerging digital threats within the civic sphere, Digital Rights Nepal (DRN) has partnered with UNDP Nepal under the Civic Engagement project. Through this strategic partnership, DRN and UNDP Nepal are building resilient networks of informed youth and youth led civil society organizations equipped to safeguard information integrity across physical and digital spaces.
B. Call for Application
Under this partnership, Digital Rights Nepal (DRN), invites applications from youth and youth led Civil Society Organization (CSO) representatives aged 18–35 residing in Koshi and Madhesh Provinces for Digital Rights and Safety School which is a one-day, non-residential training on Digital Rights, Online Safety, and Media Literacy.
The Digital Rights & Safety School is a dedicated capacity-building initiative designed to equip youth activists, students, and civil society representatives with critical media literacy and digital defense skills. Participants will undergo practical training in identifying false narratives, minimizing spread of mis/disinformation in their network, applying personal digital safety measures, and utilizing local government entities to report the issues.
C. What will Training participants learn?
Participants will explore:
- Information Integrity
How information shapes public opinion and civic participation. - Spot the Misinformation
Practical skills to identify misinformation, disinformation and manipulated content. - Safer Digital Spaces
Understanding online harms, hate speech, harassment and technology-facilitated gender-based violence. - Digital Citizenship
How to participate responsibly and constructively in online civic spaces. - Youth Voice & Civic Engagement
How young people can use digital platforms to engage with communities and public institutions. - From Learning to Action
Developing ideas and actions that contribute to healthier and more inclusive digital civic spaces.
D. Who Can Apply?
Youths
- Be aged 18–35, Nepali citizen and reside in Koshi or Madhesh Province.
- Interested in civic engagement, democracy, digital rights or information integrity.
- Active on social media and interested in understanding online information and narratives.
- Interested in promoting respectful and inclusive digital spaces.
- Be available to participate fully in the training and related activities.
- Have access to basic smart phone.
Youth-led CSOs (leader)
· Youth-led organization
· Based/working in Koshi and Madhesh provinces
· Demonstrated engagement with young people/community
· Commitment to nominate/engage young participants in the programme
· Willingness to participate in learning and follow-up activities
E. What are the benefits of Training?
This training program equips young people with the practical skills to detect disinformation/misinformation/hate speech/ technology facilitated gender-based violence, respond to online safety risks, and promote constructive digital dialogue to build safer, more inclusive subnational civic spaces.

F. Outcome of Training
The participants will be empowered to mitigate the effect of online harm, foster social cohesion, and promote responsible social media engagement among young public leaders. Ultimately, this program seeks to empower a new generation of digitally resilient youth to lead evidence-based advocacy and cultivate safe, trustworthy online spaces for democratic discourse.
Applications are particularly encouraged from young women, persons with disabilities, marginalized and underrepresented communities, those staying at Civic Desert Space and people with diverse educational, professional, and digital-literacy backgrounds.

१. पृष्ठभूमि
लोकतान्त्रिक सहभागिताका लागि नागरिक संलग्नता अभिवृद्धि (Advancing Civic Engagement for Democratic Participation – Civic Engagement) परियोजना नेपालस्थित संयुक्त राष्ट्रसंघीय विकास कार्यक्रम (UNDP Nepal) र नेपालस्थित स्वीस दूतावासको संयुक्त पहल हो। यस परियोजनाको उद्देश्य नागरिक, विशेषगरी युवाहरूका लागि लोकतान्त्रिक सिभिक स्पेस विस्तार गर्दै नेपालमा समावेशी तथा जवाफदेही शासन प्रणालीलाई सुदृढ गर्नु रहेको छ।
डिजिटल सिभिक स्पेस स्थानलाई सूचनाका दृष्टिले सुसूचित बनाउन तथा नागरिक क्षेत्रमा देखापरिरहेका नयाँ डिजिटल जोखिमहरूलाई सम्बोधन गर्न डिजिटल राइट्स नेपाल (Digital Rights Nepal, DRN) ले Civic Engagement परियोजनाअन्तर्गत UNDP Nepal सँग साझेदारी गरेको छ। यस रणनीतिक साझेदारीमार्फत DRN र UNDP Nepal ले भौतिक तथा डिजिटल दुवै स्थानमा सूचनाको अखण्डता (Information Integrity) संरक्षण गर्न सक्षम, सचेत तथा उत्थानशील (resilient) युवा र युवाको नेतृत्वमा सञ्चालित नागरिक समाज संस्थाहरूको सञ्जाल निर्माण गर्ने रहेको छ।
२. आवेदन आह्वान
यस साझेदारीअन्तर्गत डिजिटल राइट्स नेपाल (DRN) ले कोशी र मधेश प्रदेशमा बसोबास गर्ने १८ देखि ३५ वर्ष उमेर समूहका युवा तथा युवा-नेतृत्वमा रहेका नागरिक समाजका संस्थाहरू (CSO) का लागि डिजिटल राइट्स एण्ड सेफ्टि स्कूल (Digital Rights & Safety School) मा आवेदन आह्वान गरेको छ।
डिजिटल राइट्स एण्ड सेफ्टि स्कूल डिजिटल अधिकार, अनलाइन सुरक्षा तथा मिडिया साक्षरता सम्बन्धी एकदिने, गैर-आवासीय तालिम हो।
यस तालिम युवा तथा युवा-नेतृत्वमा रहेका नागरिक समाजका संस्थाहरूलाई महत्वपूर्ण मिडिया साक्षरता तथा डिजिटल सुरक्षा सीप प्रदान गर्ने उद्देश्यले सञ्चालन गरिने क्षमता अभिवृद्धि कार्यक्रम हो। सहभागीहरूले मिथ्या तथा भ्रामक सूचना पहिचान गर्ने, आफ्नो सञ्जालमा मिथ्या सूचना/भ्रामक सूचनाको फैलावट न्यूनीकरण गर्ने, व्यक्तिगत डिजिटल सुरक्षा उपायहरू अवलम्बन गर्ने तथा समस्याहरूको रिपोर्टिङका लागि स्थानीय सरकारका सम्बन्धित निकायहरूको उपयोग गर्ने सम्बन्धमा व्यावहारिक ज्ञान तथा सीप हासिल गर्नेछन्।
३. तालिमका सहभागीहरूले के सिक्नेछन्?
सहभागीहरूले निम्न विषयहरूमा जानकारी तथा व्यावहारिक सीप हासिल गर्नेछन्:
क. सूचना अखण्डता (Information Integrity)
सूचनाले जनमत तथा नागरिक सहभागितालाई कसरी प्रभावित गर्छ भन्ने विषयमा बुझाइ।
ख. मिथ्या र भ्रामक सूचना पहिचान (Spot the Mis/disinformation)
मिथ्या सूचना (misinformation), भ्रामक सूचना (disinformation) तथा हेरफेर (manipulated) गरिएको सामग्री पहिचान गर्ने व्यावहारिक सीप।
ग. सुरक्षित डिजिटल स्थान (Safer Digital Spaces)
अनलाइन हानि, घृणायुक्त अभिव्यक्ति, अनलाइन दुर्व्यवहार/हैरानी तथा प्रविधिको प्रयोगबाट हुने लैङ्गिक हिंसा (Technology-Facilitated Gender-Based Violence) सम्बन्धी बुझाइ।
घ. डिजिटल नागरिकता (Digital Citizenship)
अनलाइन नागरिक स्थानमा जिम्मेवार, रचनात्मक तथा सकारात्मक रूपमा कसरी सहभागी हुने भन्ने विषयमा ज्ञान।
ङ. युवा आवाज तथा नागरिक सहभागिता (Youth Voice & Civic Engagement)
युवाहरूले डिजिटल प्लेटफर्मको प्रयोग गरी समुदाय तथा सार्वजनिक संस्थासँग कसरी अर्थपूर्ण रूपमा संलग्न हुन सक्छन् भन्ने विषयमा सीप।
च. सिकाइदेखि कार्यसम्म (From Learning to Action)
स्वस्थ, सुरक्षित तथा समावेशी डिजिटल नागरिक स्थान निर्माणमा योगदान पुर्याउने विचार तथा कार्ययोजना विकास।
४. कसले आवेदन दिन सक्छ?
युवाहरू
- १८ देखि ३५ वर्ष उमेर समूहको नेपाली नागरिक भई कोशी वा मधेश प्रदेशमा बसोबास गरेको हुनुपर्ने।
- नागरिक सहभागिता, लोकतन्त्र, डिजिटल अधिकार वा सूचना अखण्डतामा रुचि भएको।
- सामाजिक सञ्जालमा सक्रिय तथा अनलाइन सूचना र त्यसमा प्रस्तुत गरिने आख्यान/वृत्तान्त (narratives) बुझ्न इच्छुक भएको।
- सम्मानजनक, सुरक्षित तथा समावेशी डिजिटल स्थान प्रवर्द्धन गर्न इच्छुक भएको।
- तालिम तथा यससँग सम्बन्धित गतिविधिहरूमा पूर्ण रूपमा सहभागी हुन उपलब्ध भएको।
- आधारभूत स्मार्टफोनको पहुँच भएको।
युवा वा नागरिक समाज संस्था आबद्द युवा (CSO) प्रतिनिधि
- १८ देखि ३५ वर्ष उमेर समूहको युवा-नेतृत्वमा रहेका नागरिक समाजका संस्थाहरूका प्रतिनिधिहरू
- कोशी वा मधेश प्रदेशमा आधारित वा त्यहाँ कार्यरत हुनुपर्ने।
- युवा तथा समुदायसँगको संलग्नता/कार्यको प्रमाणित अनुभव भएको।
- कार्यक्रममा युवा सहभागीहरूलाई मनोनयन तथा संलग्न गराउने प्रतिबद्धता भएको।
- तालिम तथा त्यसपछिका सिकाइ/अनुगमन गतिविधिहरूमा सहभागी हुन इच्छुक भएको।
५. तालिमबाट के-कस्ता लाभ प्राप्त हुनेछन्?
यस तालिमले युवा र युवा-नेतृत्वमा रहेका नागरिक समाजका संस्थाहरूलाई मिथ्या सूचना, भ्रामक सूचना, घृणायुक्त अभिव्यक्ति तथा प्रविधिको माध्यमबाट हुने लैङ्गिक हिंसा पहिचान गर्ने, अनलाइन सुरक्षा जोखिममा प्रतिक्रिया जनाउने तथा रचनात्मक डिजिटल संवाद प्रवर्द्धन गर्ने व्यावहारिक सीप प्रदान गर्नेछ। यसले सुरक्षित तथा थप समावेशी उपराष्ट्रिय नागरिक स्थान निर्माणमा योगदान पुर्याउनेछ।
सहभागीहरूले:
- डिजिटल राइट्स एण्ड सेफ्टि स्कूलका पूर्वसहभागी (Alumni) सञ्जालको सदस्य बन्ने अवसर प्राप्त गर्नेछन्।
- आवश्यकताअनुसार मेण्टरसिप तथा मार्गदर्शन प्राप्त गर्नेछन्।
- समुदायमा सकारात्मक परिवर्तन ल्याउन सक्रिय युवा सञ्जालको हिस्सा बन्नेछन्।
- तालिम सफलतापूर्वक सम्पन्न गरेपछि अनलाइन प्रमाणपत्र प्राप्त गर्नेछन्।
- व्यापक युवा नागरिक सहभागिता समुदायको हिस्सा बन्नेछन्।
- डिजिटल अधिकार, अनलाइन सुरक्षा तथा सूचना अखण्डताको क्षेत्रमा सिकाइ र सहकार्यका थप अवसरहरू प्राप्त गर्नेछन्।
६. तालिमको अपेक्षित परिणाम
यस तालिममार्फत सहभागीहरूलाई अनलाइन हानिका प्रभावहरू न्यूनीकरण गर्न, सामाजिक सद्भाव प्रवर्द्धन गर्न तथा युवा सार्वजनिक नेतृत्वकर्ताहरूबीच जिम्मेवार सामाजिक सञ्जाल प्रयोगलाई प्रोत्साहन गर्न सक्षम बनाइनेछ।
अन्ततः, यस कार्यक्रमले प्रमाणमा आधारित पैरवी (evidence-based advocacy) को नेतृत्व गर्न तथा लोकतान्त्रिक संवादका लागि सुरक्षित, विश्वसनीय र उत्थानशील अनलाइन स्थान निर्माण गर्न सक्ने डिजिटल रूपमा सक्षम तथा उत्थानशील युवाको नयाँ पुस्ता तयार गर्ने लक्ष्य राखेको छ।
विशेषगरी युवा महिला, अपाङ्गता भएका व्यक्ति, सीमान्तकृत तथा प्रतिनिधित्वमा पछाडि परेका समुदाय, Civic Desert Space मा बसोबास गर्ने व्यक्ति तथा विविध शैक्षिक, व्यावसायिक र डिजिटल साक्षरता पृष्ठभूमि भएका व्यक्तिहरूलाई आवेदन दिन प्रोत्साहित गरिन्छ।
